
This working paper is part of studies within KRI’s broader research on Gender and Care Work. It is a continuation of previously published papers titled Gender Gap in the World of Work: Status and Progress; Individual Attributes, Values and The Gender Employment Gap; and Recognising and Rewarding Care Workers.
The aim of this paper is to provide a comprehensive overview of Malaysia’s care landscape, focusing on the evolving needs for care, the current supply of care services and the gaps in care provision. The study highlights that Malaysia’s rapidly ageing population and changing family structures increases the demand for care especially for children, elderly and persons with disabilities (PWD). Despite Malaysia’s efforts over the years, there are still gaps to accessible, affordable and quality care for all.
To meet the demands of the Malaysian population, it is essential that further development of the care system emphasises an inclusive and equitable approach. There needs to be focus on promoting the growth of the care market through increased investments, expanding care infrastructure particularly in rural and underserved areas, as well as developing a robust, cohesive and integrated framework for care across all sectors.
